this State by the Commissioner of Banking and Insurance, on or after the effective date of P.L.2003, c.246 (C.26:8A-1 et al.), under which dependent coverage is available, shall offer dependent coverage to an enrollee for an enrollee's domestic partner. For the purposes of this section, " domestic partner" means a domestic partner as defined in section 3 of P.L.2003, c.246 (C.26:8A-3).
